How to entirely disable Plasma modifying GTK config files ?

I'd really like Plasma to never ever modify the GTK configuration files stored in ~/.config/gtk-3.0 (to match whatever Plasma configuration is), notably messing with colors.

Is there any config toggle to tell Plasma: "get off my GTK config files !" ?

Plasma doesn't mess with my files if I don't change the "Configure Gnome/GTK Application Style..." settings. Anyway, you may try to chmod -w r that directory.

chmod -w worked. Otherwise it always try to apply configured Plasma color scheme, creating a color.css file and a gtk.css file that includes it. Also seems to modify settings.ini. The only available setting in "Configure Gnome/GTK Application Style..." is to set the GTK3 theme.

I did not try it, but from it's description it may work:

System settings -> startup and shutdown -> background services

under Startup Services disable Plasma GTKd

I tried it full of hope and... it did not work (which is surprising).

It is a bug: https://bugs.kde.org/show_bug.cgi?id=417461

It should be fixed in Plasma 5.19

Would it be possible to have this in 5.18 as well? Kubuntu 20.04 LTS will stay on 5.18.x for three years.

I think a backports repo exists. I am not a developer but I don't expect KDE to backport this to 5.18 since it changes the behavior of some parts of Plasma. Unless you're stuck with it for some reason I don't recommend LTS distros for desktop usage. You can try KDE neon for desktop but be aware of that you cannot install any 3rd party Qt software to it since it ships with its own version of Qt and this causes binary incompatibilities.
