Have you ever noticed that upon walking into a public restroom, if someone is in the stall, they immediately tear off a sheet of toilet paper?
Maybe only a valid Men's Room question...

probably to make some sort of noise / motion to let whoever just walked in know "hey i'm taking a shit here, see my feet, don't bother opening this stall because it's occupied". or something like that.
Besides trying to prevent attempted entry, I also make noise so you don't start talking to yourself or doing any other weird shit.

Probably because they finished dumping 10 minutes ago and they just wanted to finish up their Angry Birds level.
If it's me in there, I'm trying to hurry things up because I have no desire to smell what you had for dinner last night. I'm outta here!
people(including me) do this to signal the stall is taken. Sometimes I flush or cough too.
not everyone checks for feet.
Nothing worse than people trying a stall door or knocking and by doing so pressuring you to hurry up.
I wait until they walk by or come up to my stall, then I kick the door as hard as I can. That gets the message across better I think.
