When you get a new monitor, run the clear type wizard in Windows

Sometimes it's not there but when it is it's static and follows the text

Might be something with chroma sub sampling. Check your GeForce control panel to se if your color is 4:4:4 or 4:2:2, 8-bit vs 10-bit. Don’t know too much about this but thought I’d share my 2¢.
