People that are high on meth tend to get really scared/confused if they’re being hosed luckily, they usually just try to get away. I thought I read somewhere that that had to do with the basic instinct to seek shelter in the rain (don’t know this for sure tbh)

Uh what’re the cops reasons for not doing anything? Has the property owner tried anything either?
They have a bunch of excuses. Owner trying to get rid of him too.
Cops say they could arrest but he would just get released from jail (Justice of the Peace says he would only be released on condition of not returning except once with a police escort to grab belongings, and if he does come back beyond that he would be held regardless of the virus.)
Cops say they could take him to a mental health facility but they would just release him because of covid 19.
Went to Justice of the Peace to have him forcibly committed regardless of what any officer thinks. She said that he would just get released because he would present normal for the 20 minutes he would have to interact with a doctor. Which I don't know whether it's true or not.
So she sent me to the police station to have a sergeant see the video and go arrest him, got the runaround there again.
Like.. around and around, nobody will take responsibility.
Jesus, I’d say regardless of whether he’s actually taken to jail or not I’d still be sure to file a report (and press charges if you can), save all videos/interactions, and keep a paper trail documented. Landlords can totally evict people for harassment, being a nuisance, and destruction of property, which are all pretty clear in even just this vid and with your report/maybe affidavits from the officers that have witnessed anything it’d be pretty hard to refute.
Or if you just wanna fuck with him until he leaves you can put a finger to your ear and act like you’re speaking into an earpiece anytime you make eye contact.

People aren’t “just getting released” from mental health facilities because of covid, at least not where I am. It may be more difficult to find him a bed but any decent facility would screen him for covid, treat and then discharge to an appropriate living situation afterward.
These are just the excuses the cops give. I know for a fact that jails and mental health facilities both still have people in them. The Justice of the Peace was quite clear about that.

Can't you tell them that the next time he comes by and threatens your family, that you will have a gun and be ready to defend your home? Not a lawyer, so maybe get a lawyer before trying that. Also, can you go to your local news with this? Document your interactions with the police and what they say and go to the news. They would love to hear about their inept police force enabling this meth head instead of doing their damn jobs.
File a police report. Get a copy of the police report. Repeat as often as necessary.
You can also go to court and get an 810 peace bond. Google "810 peace bond". You go to court, state your case, and get a peace bond issued on your crazy neighbour. If he violates the peace bond, it's an immediate criminal offence.

Oh yeah he's been trying to get him out since before we moved in. He warned us about the problem neighbour but he had no idea he was this bad. Current landlord bought the property just before we moved in November 1st.
With your video of him damaging property, he can have him evicted much quicker.

You can talk to the DA - if the DA won’t do anything, the cops won’t. We lived through 2 years of constant threats from a neighbor who pulled guns, made threats, lied to the police about me swerving to hit him on the road, all over me repairing a dilapidated fence. I had video surveillance equipment installed when he came into our backyard and tapped on our bedroom windows. Police would come out, watch the video, talk with them if he could get them to answer their door - nothing happened. Every call was a different cop, we had to explain it all over again, they stopped responding to our calls at some point. The one officer that filed a report - they filed a complaint against the officer and threatened a lawsuit against the department. That cop was no longer in our area. We spoke with one officer who wasn’t interested in the rotten food they threw over the fence on camera... he let me know I was a nuisance for calling and the police have ways of dealing with nuisances. When I asked him what he meant he explained the DA isn’t interested in squabbling neighborhoods but he could guarantee my family have a hard time finding me for a few days while my drug charge worked itself out. I asked what drugs - he said he didn’t need any to file charges. He said it was just the beginning. He wasn’t happy when I played the video of his false arrest threat to his boss. His boss invited me to give it to the press. They weren’t interested in a lone rogue cop story. We finally caught wise and moved. He tried to follow the moving trucks but we’d just pull over and he finally just left. That was 5 years ago, I still get heart pains when I see a truck of his make and model. I hope your family stays safe. Install cameras. I thought they’d help provide evidence of his criminal acts. Instead, they provided evidence that kept me from getting arrested. The whole call a cop thing to keep you safe is for TV and movies, more often than not they’re there to record the evidence of a crime after it’s committed. Not preventing a crime in the first place. Make a call to the DA, if they are interested you might find some help - don’t hold your breath, they don’t answer their phone much. Good luck.

If that is the case it’s worrisome because these delusions become obsessions.
If the police are not going to do anything, you may need to temporarily relocate. When I was a kid, we had a crazy neighbor who would harass us and threaten us. We moved in with my dad until she moved away a couple months later.

Meth heads get knocked out just as easy as anyone. They may not feel as much pain when high. But a good hit to the head will ko them just like any other person.
Put a long sock on the end of it. Or better yet scrap the bat and invest in a gun. Couple hundred for a lower end glock but will finish the job all the same. You said you had kids but take a safety course and keep the gun locked up safely by your bedside and away from kids.
A baseball bat could possibly be useless against a methed up junkie like that. I’ve seen guys take tasers and multiple baton blows to no avail because the drugs are so heavy. Just a word of warning not trying to freak anyone out

Shotgun would be better. The rack of a shotgun will make any intruders hair stand on end. Plus bird shot is less likely to go thru your walls and into a neighbors apartment. If you live in an apartment. Either way some sort of weapon besides a baseball bat would be better.

You get some pretty serious charges for that. I was gonna make a Walking Dead inspired bat (Negan's "Lucille") for home protection, but did research first; it counts as a malicious weapon intended to inflict serious pain as opposed to having the strict first priority of defensive stopping power (i.e. a taser, stun gun, pepper spray, knife or gun). A bat - and other reasonable items - can be considered outside that "malicious weapon" classification because it's normal to have that around the house and you could have just happened to pick it up.
It's like trying to claim you used some gnarly brass knuckles to "defend" yourself in a bar fight...you brought a weapon which is designed to hurt humans, which means you intended to use them if you got in a fight, and then you got in a fight; intentional attempted manslaughter, assault with a deadly weapon, etc.

I would suggest a golf club wrapped in black electrical tape. One good impact to the skull may be enough to kill him, and because of the electrical tape it is almost impossible to see in a dark room.
