Suggestion for the app?
I put a few suggestions in the post, the best one I have found is Periscope.
You are very right. My apologies.

The ACLU has a mobile app for reporting incidents in about 25 states (each state has its own app, with video being sent automatically to that state’s ACLU branch). More states are being added.
Also Facebook Live, despite Mark Zuckerberg’s being such a putz and allowing Soviet (that’s not an error) disinformation on his platform, videos go straight to cloud storage, from what I understand.
Good info. Although the ACLU app seemed to have some hitches (correct me if I'm wrong). It requires that you stop recording and then you fill out a form, THEN it sends the video. That's what I could glean from their video on it and it seems like that's a bit too much in some situations.
And yeah, Facebook Live, Instagram Live, etc are options of you didn't have an issue being on those platforms. Whether they'll keep your video up (if it has violence) I question though.
