Balantis or herpes?

As you can see from these two pictures, I have two small red dots on the glans of my penis.

I was paranoid that it was Herpes, so I did a full spectrum STD check for literally everything in the book, including HSV1 and 2. But, everything came back negative.

The spots themselves do not hurt or itch, one of them had a little bit of dry skin that formed and fell off at one point, but beyond that, they haven't been irritating me.

I'm really paranoid I had a false negative on the tests I took, as they were take-home blood and urine tests that I had to ship to a lab. Can anyone tell if this is Herpes, or perhaps Balanitis? That's the only other thing I can think of. I plan on going to an in-person doctor at some point, but scheduling has been hard with Covid-19.
