I live in LA. Korean imports still dominate online prostitution here. What you're looking at isn't a change in who prostitutes, it's a change from the LAPD from cracking down on "asian massage parlors" and "apartment asian massage parlors" (which is the online thing), versus going after literal street-walkers in the ghetto, which are overwhelmingly black.
Basically the cops don't go after online prostitution anymore in California except in rare cases. They still go after the AMPs sometimes because AMPs draw attention and commercial tenant neighbors start to complain, but as far as I know, AMPs are less common now and have transitioned to online since its safer.
