Who plays Kel'Thuzad?

Question

What decides who gets to play against the ghost when there is an uneven number of dead players? It seems like the rule that you can't play an opponent that you've played in the past two fights still applies. It also seems that I'm more likely to play KT when I have less health than my opponents? Is it random?

Bottom three fight ghosts, unless it’s you in the bottom 3 in which case you’re guaranteed to go against either #1 yogg or a T8/12 power-spiked Eudora

Is there any official source on this? Last time someone mentioned this, I fought dead ghost and I was top 3. It's possible the rules changed since then. Been trying to find official responses on this.

Going to have to keep a record of every aspect :D but this seems like a dumb system because anyone going demon or risky plays can get heavily rewarded. I understand this can help balance a bit against some really strong heroes, but it feels artificial and dumb really. :(

Is it random bottom 3 or regular rotation so that one player can't play ghost twice while another player hasn't played ghost?

Unless they changed how it works, it was not uncommon to fight KT after just 1 fight instead of 2.
