Looking for advice on applying graduate schools for in international development/development econ

I've been having a very hard time finding online resources on admissions benchmarks to be competitive for various programs in international development/development economics. I recently finished 2 years of Peace Corps service, I have a few months of volunteer/consulting work with several different NGOs, GRE 164V/162Q and an undergrad GPA of 3.3 (compsci/philosophy) from a top liberal arts college. I would like to apply for PhD programs but I'm worried that a lack of undergraduate research/mediocre GPA is going to hold me back. I'm also considering masters program but I'm having a hard time finding admissions stats of top schools for these specific programs. I don't want to waste my time applying for top schools that I don't have a chance of getting into, but also don't want to go deep into debt for mid-level schools that don't necessarily lead to good career outcomes. Does anyone have any personal experiences/ sources that might be useful? I would appreciate any guidance.
