Batch audio transcoder which can be scripted to purge files not in the source file structure

Looking for software :Other: :Searching:

This is a very niche request, but I'm hoping someone here knows something I don't.

I have a large music library (~1.2TB), and convert ALMOST all (excluding 5.1 surround releases) music within it to Opus VBR 128k for use with my phone, car, and laptop.

Currently, I use dBpoweramp's batch encoder for this task, however, it lease some things to be desired:

  1. I cannot exclude surround sound releases with conditional encoding, and have to do this manually
  2. I cannot purge file structures that no-longer exist in the source, which translates to a fair bit of file management when I make larger changes to my main library, which can constitute either an annoying amount of time fixing the now unmirrored structure, or in the worst cases, a full re-convert.

Ideally, I'd like to see it work kinda like a robocopy command structured like this:

robocopy "D:/Music" "Z:/Music" /s /b /purge

/s copies subdirectories (excluding empty), /purge deletes files and directories no longer in source structure. (/b sets backup mode, but is not relevant)

But with the added steps of using the latest version of the Opus codec, and filtering all surround sound releases.

Thus far, I have been unable to find any software which can replicate this functionality. I don't have a platform preference so long as it runs on either Linux (generally under WSL for server) or Windows, and can run periodically through scheduling.
