Fan not turning off for initial layers?

Hey all! I'm new to printing and have been able to get a few good prints from my Ender3v2, but I have problems with bed adhesion. On the last print I started, fan speed is supposed to be 0 for the first 3 layers (this is what is set in cura), but I noticed that the fan starts up to 255 right at the beginning and stays there. Is there something I can look at in the gcode to make sure it's being coded properly? Has anyone else had this problem before? I know I could just turn the fan off, watch the print for the first few layers, then turn it back on, but I'd like it do handle it automatically.

Thanks!

While the hot end and table are coming up to temp it turns the part fan back on. Once your code loads if you have fan off for first few layers it should kick the fan back off as per your instructions in Cura.

There are two fans on your hot end. One blows on the heat radiator (with all fins to dissipate heat. You want that one to blow constantly to keep the incoming filament from deforming too early. There is another blower that cools your nozzle and your work piece. That's the one cura should stop. You may be hearing the radiator fan blowing during initial layers when your nozzle fan is off.
