So I badly wanted VTO for tomorrow. I went on the app and checked for VTO right at the time it would normally go if they sent me a notification. Only I didn’t get a notification, but there was VTO available and I took it. Do you only get VTO notifications if it’s directly from your department?

Last week I checked my phone every morning and VTO was there - I quickly accepted it (ha..ha..) and messaged my 2 co-workers it was randomly in there but none of us got the VTO notification. We ALL accepted it and no issues :)
It depends on the vto offer, it may be shift specific or manager specific. Plus vto can be placed for a number of slots, so they may do a first come first serve or a random offer for AAs. The system was designed to be as fair and unbiased as possible, but its still flawed. So if vto is offered and you can accepted then your eligible.
FYI check you AtoZ notification preference to make sure its on.
