I don't really know but it definitely helps with calculating the age. If you didn't know here in Korea we do care about the other person's age to talk in a different manner. (to be exact, not only the tone but the choice of words vary). So the literally-everywhere-else system of ageing on your birthday would be terrible because otherwise, you could be talking in the same tone you use to your professor to someone who was born 3 days earlier.

Birthday matters for all the legal stuff. Korean age is just an "unoffical age". Every legally binding anything is done by your birthday age.
