Why didn't we get more Vaal skills this league?

The last time we had a Vaal-themed league (Incursion) we got six new Vaal skills to go with it. It also came with a huge set of QoL changes for them, notably getting the base skill and the Vaal version from the same gem. Given the theme of this league, the fact that the same category of gems got significant numbers changes, and that we got multiple new uniques dealing with Vaal skills, it would have been a perfect time to introduce a few more, possibly even of one of the new skills. Just imagine what Vaal Exsanguinate could have been like!
