I had this. Looks like under extrusion. For me the first wall of each layer would ripple like that. It happens because just before starting a new layer the nozzle would retract and move, and then the filament would extrude in small blobs (which causes the ripple effect) because the filament wasn't primed / retracted too far. A fix would be to play with your retraction settings and / or print slower.

I had this but my fix was to increase the nozzle temp so more plastic could get extruded.

I’m thinking coast is on or maybe wet/moist filament?

Extruded from a dry box. Thanks though.

the other side is almost perfect

Does it only happen in certain places on the build plate?

Hmm. I'm not sure. I'm confusion as to why the ripples are confined so precisely. I'll try printing on the other end of the print bed next. Maybe the y-axia is off

I'm thinking resonant vibration occuring when the toolhead is in certain locations. Lowering the print speed may alter or correct the effect by disrupting the harmonics causing it.

Are the ripples porous?

If so you might have clogging or bowden tube gap issues.
