What's the simplest way to make a website with a news section that the client can easily update?

As per my last post, I've picked up a textbook and have been learning HTML & CSS slowly but surely. I have a general idea about setting up a website.

However, it's essential that this website contains a news section the client can easily update. I've been looking into platforms like Joomla which (I think) would allow me to do that, but I don't know how to use it yet and I don't know if it's the best way forward. I'd really appreciate some input. Thanks a lot if even for reading.

Edit: Thanks again to everybody for replying. I'm going to be looking into Concrete5, and if it proves to not be flexible enough I'll move into Wordpress or Drupal in the future.
