I was just at the grocery and heard this song. The guy at the register only knew it was Bob Dylan. I believe he said something about not having done something in a year.

I think there’s a line like that in there and that was early Bob Dylan.

It was a little more upbeat than this. I think there was literally a line like "haven't.... in a year"
The only other one I can’t think of is “Long and Wasted Years.”
It fits every metric you mentioned except it is a recent song not an early song. There’s a line in there, something like “haven’t seen you in 20 years”
I’m a pretty big Bob Dylan fan and I can’t think of any others. Check out Long and Wasted Years. Outside of that it might be the wrong artist. Bob Dylan has a very unique sound so you should be able to determine if it is him or not. He speaks rather than songs and has a whiny voice.
Hm... maybe I misheard the lyrics.
I guess if I can't figure it out here, I'll just have to start my Bob Dylan kick!
