What DLC do I need to recruit the other Legendary Lords for Taurox?

Warhammer II

Pretty new to the game an saw that a new DLC dropped and picked it up. Wanted to play as the Minotaur guy. When I was checking out his start, I noticed I can't recruit the 3 other legendary lords because it says I am lacking a DLC. I have almost all the DLCs for the game. Is this like mortal empires where I need to own something from the first game to play it?

Those are the lords from the original Call of the Beastmen DLC for Warhammer I.

Not sure if you need WHI in order to buy it and access them in WHII

Yes you need the Beastmen expansion from the first game to recruit the other legendary lords.
