Use a nuclear stealth missile to destroy all the leaders of a nation to decapitate them.
First we wait until there is a known large gathering of all their leaders in one place. Now we use a nuclear capable stealth missile that cannot be detected on radar and hit them where they are gathering. We can now leave the rest of the country untouched as they don't have a government any longer.

We had a stealth helicopter that didn't exist that raided Osama Bin Laden compound so you should assume we have a stealth missile. Government will come up with the excuse that they could never exist or they will use we can neither confirm or deny the existence of them. It can just be a stealth drone to be honest that is the bomb and can linger in the skies for hours. So the drone is sacrificed as a bomb.
One more shitty idea, We use a reflective material that scatters radar in many directions making our location be in many places instead of one. Or we use what we have on the stealth destroyers, a hologram. They used the hologram on zumwalt when they was fired on one time by militants in that one country that i forget the name of.
