New Homeowner, where do I start?

I recently purchased a home in a 4b zone of Colorado. The lawn looks okay but far from great. The previous owners only ever watered it and cut it too short. I'm hoping you all don't mind offering some advice on what I should do with the remainder of warm weather considering that I don't have any real equipment or experience with growing a nice lawn.

The lawn gets a lot of sun as the trees on the lot are small. My town gets a fair amount of wind. It's a smaller lot that can easily be push mowed. I don't have a ton of cash at the moment so I have to prioritize low cost options for the remainder of this fall. I'm 100% prepared to put some work into it but am not looking to compete with my neighbors for best lawn in the neighborhood.
