GTX 1070 4k Med settings ~28FPS; RTX 2070 Max-Q 1080p Med settings 10FPS. How to fix?

Question

Prior to patch 1.02 I was getting around 60-70FPS on my gaming laptop running an i7-9750M + 2070 Max-Q running on HIGH settings. After the patches 1.02-03 I'm now getting burts of 65FPS, but averaging 10FPS. On my desktop running Ryzen 7 3700X & 1070 with a 4k monitor I'm getting lot better FPS.

I've even, just today, upgraded the primary drive to a NVM and did a fresh install of the OS, Drivers and game. Still sitting at sub 10FPS. Even in the menu, I'll get spikes of 65FPS ... then it falls down to 10 FPS. Watching resources, it spikes to 100% 3D GPU usage, even went set to LOW.

Has anyone else gotten this, or know of a solution? Is it Nvidia drivers that I should roll back to an older version? Any other ways to get this playable again, on what should be better spec's than my desktop.

EDIT: The issue was due to a failed Alienware Command Center update that messed up the bios settings of the GPU. With a fresh install, it didn't reverse that change, and fresh install didn't install that software. Installed, set to max performance and I'm back to correct clock speed and fps.

Thank all for replied and left here if anyone else comes along.

Have you retraced your steps and checked if you did around the same time as the patch happened/your problems started happening?

The laptop is a fresh install from about an hour ago, with a totally fresh download and install. So not sure what to steps to check?

Hmm, so it's just GPU hitting 100% usage? How's the CPU? What about temps on both? Maybe check the Event Viewer as well just in case.

Oh and check max performance is set in nvidia control panel + you didn't accidentally limit your FPS lol

It goes to 100% and then drops to 19%. But this wasn't the case when I first was running New World. No limit this is from a fresh all defaults. But will check the NVIDIA panel, just in case they've done something between driver updates.

No idea then, sorry - very strange

Make sure your cpu is cooled enough. Go to battery plan settings and make sure you set CPU usage to 100% when plugged in. Finally, run fans at 200% to ensure cooling.

This is on the same laptop I was getting 60+ FPS in long periods of gaming, but now on cooked first opening it's running at this FPS.

Under the visuals tab in game, disable dynamic resolution. It's broken right now and causes crazy fps drops for some gpus.

If that doesn't work, make sure your laptop is using your dedicated gpu and not an integrated one. Go to window's graphics options, then add new world and select the 2070 max-q.

Thanks for that. I've tried disabling the dynamic resolution, it didn't help. But will check again. It's using the dedicated GPU as I am monitoring the GPU usually via task manager. But will check that too.

If it's not explicitly set to use it and you have nvidia optimus(you prolly do if you have a max-q), then it will keep switching in some games. My friend's 3070 laptop had the same problem, and would often crash because of it.

I hadn't changed anything and this only occured after 1.02 patch. But that could be the case, I do see it going to 100% for the 3D GPU while sitting in menu and then going to low usage. But happy to try anything, at this stage.

Edit: tried it, manually set it to the GPU, same results :( spike to 65fps, then down to 12fps.
