Any theories on who turned off the abilities in humans that cortexiphan can reactivate?

Walter mentions a few times in the series how he believes humanity naturally evolved various abilities but they were switched off for some reason or by someone. This led him to develop cortexiphan to reactivate these abilities. Any theories on who/what/why did this?

Walter (and Bell and Nina) never said they were switched off by someone. Just that children naturally go through a limitation process where their brains become less able to manifest these powers, and Cortexiphan stopped that limitation from happening. It's kind of like how infants/toddlers can become fluent in a language without even trying, but adults (or the vast majority of adults, at least) can study a language for years and years and never become fluent in it. There's just something about the developing brain that allows for easy language acquisition in very young people, and it's this same principle that's behind the idea of these abilities in Fringe that Cortexiphan prevented from diminishing in the patient trials.

I remember them talking about the natural limitation process of the brain throughout the series. But there was 1 time (I think in Season 3) where Walter said he thought those powers were turned off at some point during human evolution by someone/thing. That comment really struck me as odd since it was just thrown out there like something the writers wanted to expand on one day but decided not to

My memory is the same as the previous comment. That children can tap into these abilities but as they grow up they lose those abilities and Cortexiphan was supposed to stop that from happening. It was why the trials only involved children. Maybe you misunderstood the quote you are referring to?

I'm reciting Christmas carols in an attempt to jar loose some details from my subconscious to remember where I heard mention of the green and red lights, but sadly, it hasn't yet worked.

I remember the scene but not the episode.

Walter was explaining Nina the abilities and the effects of the cortexiphan and then says that he believes that Aliens at one point in time came and took our abilities

Even if we were able to transfer your consciousness safely inside Gene, there are matters to conisder.
