Is it possible to adjust monitor refresh rate in certain applications?
Considering I don't see the need to have a high refresh rate during desktop tasks, I was wondering if I there was a program or way out there to link the changing of the refresh rate to an exe or something.

Yea, the driver control application of your GPU will let you do this, at least with nVidia and AMD cards.
EDIT: Note, you set the minimum and maximum FPS - not refresh rate - so this does require you to have a monitor which supports Gsync/FreeSync.
