I think the mods deleted or hid this for whatever reason, but in case anyone finds this in the future I have an answer now. My federal proof updated with my third dose today, just short of 3 days later. My BC QR code also has the third dose included now (previously it was only in the health gateway but the code was outdated).

There is no federal proof...
Each province has their own setup which match federal standards.
It usually takes a week or so to update at least in Alberta though.

That is an example of one provinces version that matches the federal standard as I said.
OK well when I sign onto BC's health gateway, I have an option to download my BC Vaccine Card, and my "Federal Proof of Vaccination for domestic and international travel" (exact wording used). Both things are totally different from each other. I have both of these things at the moment.
I respectfully disagree with you that there is no such thing as federal proof.
EDIT: it looks like Alberta has updated their provincial version to match the federal one. BC has not done this. This might be where the confusion has come from.
