I wrap it around the edge on single brim hats. Maybe you just need to stretch the brim a bit when you're sewing on the tag so it doesn't pull when worn.

But I’ve been wrapping it around the edge and they always sit funny when the brim is stretched over a head.

Probably not?  I do mine so the shamrock is right side up. Different ways on different projects.
