Can a potential candidate for elected office be legally discriminated against because his winning the office he seeks would require him to have, keep, and maintain a security clearance, but the candidate is disqualified from having a security clearance, because of past criminal inictment?

While states rights issues have legalized and decriminalized various controlled substances for personal use, within a region, under federal law, controlled substance use is still forbidden.
