Is anyone having an issue where you don't get incarnate threads every time you level (past 50)?

Every three levels I do continue to earn Empyrian Merits, but no more 100 (or 120?) threads every level.

Thanks

So I hit 40 today and even though the text said I had earned a respec and to talk to Wolfe in Atlas Park to claim it, Wolfe apparently does not work in i25. The SCORE forums show someone else with this issue at 40 and at 50, no freespec. Anyone else experiencing this? Is there a workaround?

So I was farming cortium in Hossin, and I found this box just laying around. I looked up the bar code in the NS database and it turns out the the package description is 2018_zoe_buff_xoxo. I loaded it up to my ANT and took it to NS offices but they turned out to be abandoned. Suggestions?
