I didn't see this mentioned anywhere yet. Looks like Blizzard wants to have special events like "XP holidays" during which you gain more xp for leveling.
Maybe an attempt to motivate people to ladder, but I don't think that players will ladder just because they get some more XP.

Also there is "gain more XP by playing at this IGR", does that stand for "Internet game room"? It would be a nice idea to motivate people to go and play in certain internet cafes.
But again I don't think anyone would base a decision to play at a specific cafe just to gain more XP.

For those who don't know, in broodwar the queen (a flying unit) can cast infest on a command center that is burning/ in red health points. The CC looks then has zerg shit all over it and the zerg can control it.

Instead of scvs he can build infested terrans. Those are banelings but look like mutated marines. So they are for trolling only.

For sc2: Give infestors/overseers the ability to infest orbitals/planetary fortresses. They then look different and still are under terrans control. BUT: Orbitals call down banes instead of mules, and planetaries misfire and shoot broodlings.
