I think regardless the list is good. People voted smartly to not bring back broken stuff.
Solgaleo is just too good for ou because unlike Zamazenta it actually has the stats and movepool of an Uber Mon, but I have a much more petty reason for keeping it banned. Basically I'm worried that Zamazenta was going to start a slippery slope where a bunch of bad box art legends would be dropped down to ou because "why not".
Kyurem black was not banned for generations and there was no slope established.

i feel like the only one who thinks rapid-strike is more broken than single strike. RS on rain with even just pads was insane. i think ppl used punching glove too cus not being able to hit through protect doesn’t really stop it from breaking

Zama-C is better on stall though. Immune to poison, quad resists rocks, steel type, better defensive stats, can't be tricked. No recovery is fine cause you have wish support. It's largely what helped it get banned in the first place.
Does no one remember when that thing was in OU? That shit would just click iron defense body press and 6-0 your team. As someone who stays around 1500 i was able to climb all the way to 1700 and possibly higher if i played more with that shit

Heck it didn't even make 3/5 in either category (neither did UrshiRS btw) so the fact it's getting voted on at all is bs. Sneasler also didn't but at least that one actually merely missed it by a hairpin (let's conveniently ignore the fact that Volcarona didn't get a vote when the first survey after its ban also only had it miss 3 by a hairpin)

2.88 for the general vote, 2.66 for qualified doesn't seem that egregious if they're counting things"slightly below" 3. Letting Urshifu into the vote is definitely weirder (really seems like the cutoff was actually more like 2.5, so they could've just said that).
The thing that kinda makes that sound weird is that Volc in one of the surveys had well above 3 in the general response and like 2.98 in the qualified and didn't get a vote yet because "We have never voted on anything below 3".
Like between that shit and ZamaC this time (it's no secret that Finch wants the mon back) it really just sounds like the cutoffs are handpicked and arbitrarily moved so that they match up with what the council was planning to do either way which kind of makes you question how relevant these surveys actually are.

Additionally we have confirmation from ruft that kyurem at (normal) will at the very least start in OU. It will probably be banned very quickly or stay in the tier depending on what it gets and what it loses.

Slush rush was banned in NU, although funnily enough it was better in UU than in RU because it had better teammates like amoongus and excadrill which let it get in and do its thing more easily

Yeah. It makes stall unplayable. Taunt + high special attack + good stab/coverage into stall really just destroys any stall team, as well as any team not running zama, iron v, or pult.

Neither of those matter. Bad in Ubers =/= balanced in OU, otherwise we would be testing Arceus Bug.
Unfortunately people are not always rational. there is a reason Kingambit and Tera survived unmolested, and it's definitely not because they're balanced in OU. A lot of factors will go into how the vote goes, and it's not JUST the mons effect on the meta or how good it is.
I don't know how good darkrai would be post DLC, but if it's not outright insane like Marshadow in gen 7 OU or Groudon in AAA, people will vote "no ban", and we can only hope that these people are fewer than those who think rationally.
