[Event] Achieving Autarky (Part 3)
Achieving Autarky (Part 3)
The Eurasian Federation is finally prepared to enter into the final stages of complete economic self-sufficiency. As Germany has begun to prepare the Baltics for war, there is no doubt they intend to invade our great nation, and thus war is on the horizon. Autarky will ensure that outside economic acts from our enemies will not harm us, and the implementation of the Gold-Standard later this year will ensure that inflation will not be an issue should economic sanctions or aggression be pursued from our enemies. The Formal Autarkic Report has been issued, detailing all measures taken to achieve complete self-sufficiency.
Formal Autarkic Report 2040
Centralization of Major Industries
-
The EAF's major industries are centralized under SOE, such as GazProm and ALROSA, as these two are the largest oil and natural gas and mining companies within the federation. The Eurasian Food Bank was formed in 2039 and administers hundreds of thousands of farms. The EFB is a state supervised organization under the Minister of Agriculture to ensure the distribution of food products and the stability of food production. Cheaper agricultural equipment has been made available to poorer regions such as lower Central Asia and Mongolia. The Russian Far-east has been privatized and is now owned majority by the Eurasian Government, however large areas of land will be available to Eurasian Business owners. The Forestry industry is majority-owned by the Eurasian Government under a SOE.

Decreased Provincial Autonomy
The State Duma has approved measures to limit Provincial Autonomy in certain areas, such as economic regulation and provincial laws. Sweeping measures have legitimized Moscow District laws across the Federation, which include heightened monetary laws, decreased autonomous trade options, and separate policing, centralizing all Law Enforcement and Security under the Federal Security Service (FSB).

Developed New & Expanded Existing Technological Sectors
-
Protectionist Economic Policies
Foreign Investment
Foreign investment will be limited to low percentages for foreign corporations and individuals (prohibited in the case of China, Japan, America, Korea, and the European Union), foreign ownership of domestic firms will be prohibited, existing firms owned by foreign individuals or corporations now will be confiscated by the state.
Tariffs
Import tariffs will be decreased dramatically for 2039, and increased dramatically in 2040, where they will stay. Export tariffs will remain consistent.
Import Quotas
Import licenses will be administered to industries in need of large imports, however strict limits will be enforced.
Direct Subsidies
Direct subsidies for failing independent businesses will not be offered in every case, however Government buyouts will happen regularly which then will place the company under Federal administration.
While the Eurasian Federation has taken a large hit to it's GDP this year, the Government expects it to stabilize next year and slowly grow after 2042.
Further Autarkic Reforms
Price Controls
A temporary measure between 2040 and 2043 will be the Price control of goods. These price controls will be set to maintain affordability of goods, to prevent during shortages, and to slow inflation in the coming years.
Quality Mark
Similar to the State Quality Mark of the USSR, the State Quality Mark of the EAF will be implemented. The Mark itself will be used to mark consumer, production, and technical goods to certify that they met quality standards and, in general, to increase the effectiveness of the production system in the EAF. The right to use the sign will be leased to the enterprises for 2–3 years based on the examination of the goods of that corporation. Obtaining the sign will allow enterprises to increase the state controlled price for the goods by ten percent.
