Considering that the engine compartment does not appear to be on fire, I'm going to guess faulty or damaged wiring on a really old car.

My friend who works at that Superstore said the guys car couldn't start and was working under the hood. He walked away for a sec and it caught fire so I don't think anyone got hurt.
