From the article:
"SACRAMENTO, Calif. (AP) — California’s governor proposed a plan Thursday to offer more services to homeless people with severe mental health and addiction disorders even if that means compelling some into care, a move that many advocates of homeless people oppose as a violation of civil rights.
Gov. Gavin Newsom said at a press conference that he has no intention of rounding people up and locking them away. Instead, he said his plan would offer a way for people to get court-ordered psychiatric treatment, medication and housing, preferably before they are arrested.
Under the plan, which requires approval by the Legislature, all counties would have to set up a mental health branch in civil court and provide comprehensive and community-based treatment to those suffering from debilitating psychosis. People need not be homeless to be evaluated by a court.
But if approved, they would be obligated to accept the care or risk criminal charges, if those are pending, and if not, they would be subject to being held in psychiatric programs involuntarily or lengthier conservatorships in which the court appoints a person to make health decisions for someone who cannot"

I have a schizophrenic relative that has need of this for many years now
My cousin is a homeless paranoid schizophrenic. Won't take his medication, but isn't a threat to himself or others. He gets to live a life under a bridge as a result.
There's always a conversation about choice vs force when it comes to the mentally ill and addicted. I'm on the side of force.
Conservatives gonna have a hard time hating on him for this one.
1967 - Reagan signs the Lanterman-Petris-Short Act and ends the practice of institutionalizing patients against their will, or for indefinite amounts of time.
This law is regarded by some as a “patient’s bill of rights”. Sadly, the care outside state hospitals was inadequate.
The year after the law goes into effect, a study shows the number of mentally ill people entering San Mateo's criminal justice system doubles.

In civil court. I find this interesting. In a area like Butte I don't know that the DA would play game and divert people to civil court. Ramsey is a cunt.
Does forcing people into treatment actually work? I thought addicts usually have to hit rock bottom
Leave it to a millionaire to assume a homeless person is mentally unstable. We are all only a couple paychecks away from losing everything! And that is outside of a natural disaster. If talking to yourself and walking around in maybe not the most amazing outfit makes you mentally unstable then chico has just lost about 80%of our citizens to behavioral health
What are you talking about? Have you ever engaged with the homeless, like brought them meals? I have. 80% are addled by drugs or alcohol. They can't make good decisions about their health. Leaving them to rot on the street and providing them with the means to continue to kill themselves is the most evil and cruel punishment.
He is not stating that all homeless are mentally unstable. This would only apply to individuals struggling with severe mental health and addiction disorders. There are people in our community who truly cannot care for themselves.
This would only apply to individuals struggling with severe mental health
So, will it be the cops that determine who has these severe mental health problems or will the state be hiring a shit ton of trained folks to help with that?

If they are leaving it to the counties then they might as well not bother.
Way too many people who are fine with throwing all our money at more cops will throw a shit fit if they find out some money might go to treating people.
To be fair, the police and correctional deputies are always providing care to the homeless with mental and psychological disorders. Jails have been forced to act as mental health facilities because adequate care isn't available.
I'm sorry, how stupid of me. I must have been confused on what the word"forced" means these days
So you would rather they be charged and sent to an already bloated penal system?
Yes, if I actually did something wrong. It's easy to say someone is "acting crazy" when they are desperate. Anyone ever seen trading spaces???? It's amazing what we are capable of and how we bounce back when circumstances turn back in our favor. Whitey Ford said it best " what it's like" look it up if you don't know it!!
You really should just stop talking you have no idea what you’re talking about go do something with your boring ass life lol
This is a good thing. When someone commits a crime due to a mental illness, this would allow them to get mental health treatment instead of thrown in jail.
I don't think people understand the severity of this cuz they think that not getting thrown into jail will help. The problem realize on the fact in jail or not there is a lot of money instilled on the person or person's incarcerated, being mental health or not. Let's instill a Bigg Bill for those that cannot help themselves to incorporate income to a problem that isn't a solution by incarceration or leads to suicide by not having worth.
No let's put them in restraints and a padded room cuz they aren't available to afford sustainable living 🥺
