First off need to say I have never done this and just wanted opinions/see if this is helpful in anyway.
Wanted to see if I could find anything interspersing when trying to decrypt the cypher. After putting in prompts to see if it could recognize anything it steered me into a Base64 encoding.
After plugging that into this website Base64 and it auto read as a Windows-1251 character set.
After taking that line I tried encoding that into a Hexadecimal HEX format to see if it would become readable.
