Is it allowed to wire my existing hot water cylinder 1.5mm feed into a power point?

I know 2.5mm is usually used but was hoping to reuse this wire to install one low use power socket keeping breaker at 16amp but unsure on legality of it

Currently looking at installing 8mm laminate flooring + underlay in a kitchen Reno, I’m worried that I may get some draughts coming up through the floor boards under the kitchen cabinets..

What are my options for this?

Install the underlay to cover all the floor? Throw insulation under the cabinets before I put on kickboards?
