If I had to describe New Jersey's redistricting in one word, that word would be 'bizarre.' By the time the public saw the proposal, it was already enacted, something that hadn't happened to that point. (With only four states not having proposals, it will likely not happen again.) In addition, the tiebreaking vote chose the Democratic gerrymander simply because Republicans got to draw last decade's map. All in all, this brutal gerrymander came out of nowhere.
